VI. Legislative Business CHUKWUOCHA #4075 An Ordinance to Rename the Lot Located on the 500 Block of Madison Street Presently known as “Madison Street Tot-Lot” to “Frauline M. Trotter Plaza” (1st & 2nd Reading) Synopsis: This Ordinance is being presented by City Council for Council’s review and approval. If approved, Council would be authorizing the City to rename the Madison Street Tot-Lot as the Frauline M. Trotter Plaza to commemorate Ms. Trotter’s considerable contributions to the West Center City area of Wilmington. Ms. Trotter is also being honored for her role from 1973 until her retirement in 2010 as the head of the Community Services Department of the West Center City Community Center which was later renamed the William “Hicks” Anderson Community Center. SHABAZZ #4076 An Ordinance to Authorize City Contract 16010PW Sewer Maintenance with Brandywine Construction Co., Inc. (1st & 2nd Reading) Synopsis: This Ordinance is being presented by the Administration for City Council’s review and approval. If approved, Council would be authorizing the City through the Department of Public Works to enter into a contract for construction and repair services for the City’s sewer system. The Ordinance would award the $998,090 contract to Brandywine Construction Company for a period of one year with the possibility of two (2), one-year (1) extensions at the option of the City. Brandywine Construction Company which was the lowest responsible bidder in the City’s publicly bid process for this contract. PRADO #4077 A Resolution Declaring 514 Washington Street and 2700 Northeast Boulevard as Surplus Properties Synopsis: This Resolution is being presented by the Administration for City Council’s review and approval. If approved, Council would be authorizing the City through the Department of Real Estate and Housing to declare city-owned properties at 514 Washington Street and 2700 Northeast Boulevard as surplus for the purpose of disposing of the properties for future development. #4078 A Resolution Authorizing the Disposition of 400 West 6th Street, 412 West 6th Street and 514 Washington Street to Interfaith Community Housing of Delaware Synopsis: This Resolution is being presented by the Administration for City Council’s review and approval. If approved, Council would be authorizing the City through the Department of Real Estate and Housing to transfer ownership of city-owned properties at 400 West 6th Street, 412 West 6thStreet and 514 Washington to Interfaith Community Housing of Delaware for future development. #4079 A Resolution Authorizing the Disposition of 601 South Heald Street to the Ark Learning Center Synopsis: This Resolution is being presented by the Administration for City Council’s review and approval. If approved, Council would be authorizing the City through the Department of Real Estate and Housing to dispose of the property at 601 South Heald Street to the Ark Learning Center to be used as an education and learning facility. WILLIAMS #4080 An Ordinance to Amend Chapter 5 of the City Code Regarding Mobile Food Vendors (1st & 2nd Reading) Synopsis: This Ordinance is being presented by City Council for Council’s review and approval. If approved, Council would be authorizing an amendment to Chapter 5 of the City Code to add a new section entitled Mobile Food Vendors. The new section would require mobile food vendors who are not seeking a City-issued special events permit to obtain an annual City business license and pay an annual license fee of $151.00. The new section would also require mobile food vendors to obtain a fire safety inspection by the City Fire Marshal’s Office before a business license is issued and would require such vendors to comply with applicable State health and safety requirements and to seek the proper State permits. This Ordinance would also amend the City’s special event permitting process to require that mobile food vendors pass a fire safety inspection by the State Fire Marshal’s Office before receiving a special event permit from the City.
