Legislative Business CHUKWUOCHA #4258 A Resolution Approving the Acceptance and Use of Federal Grant Funds from the State of Delaware for the Child and Adult Care Food Program (October 3, 2016 – September 30, 2017) Synopsis: This Resolution is being presented by the Administration for City Council’s review and approval. If approved, the Council would be authorizing the Department of Parks and Recreation to accept a Federal grant through the State of Delaware which would be used to fund the Department’s Child and Adult Care Food Program for the period of October 3, 2016 through September 30, 2017. PRADO #4259 A Resolution Authorizing the Department of Real Estate and Housing to Acquire 627 West 5th Street (Vacant Lot) donated by Wells Fargo Synopsis: This Resolution is being presented by the Administration for City Council’s review and approval. If approved, the Council would be authorizing the Department of Real Estate and Housing to accept a property (vacant lot) at 627 West 5th Street as a donation from the owner which is Wells Fargo Bank. WILLIAMS #4260 An Ordinance to Amend Chapter 42 of the City Code Regarding the Mobile Food Vending Unit (1st & 2nd Reading) Synopsis: This Ordinance is being presented by the Administration and City Council for Council’s review and approval. If approved, the Council would be designating the City’s Mobile Food Vending Unit Program as a permanent program versus a pilot program which is how it was originally approved by Council. FREEL #4261 A Resolution Amending the Delaware Avenue/Bancroft Parkway Neighborhood Comprehensive Plan as it Relates to Substitute No. 1 to Ordinance 16-028 (Public Hearing) Synopsis: This Resolution is being presented by the Administration for City Council’s review and approval. If approved, the Council would hold a public hearing regarding amendments to the Delaware Avenue/Bancroft Parkway Neighborhood Comprehensive Plan. This comp plan was originally adopted in 2007 and amended in 2009. The City Planning Commission adopted further amendments to the plan on August 16, 2017 which will be the subject of tonight’s public hearing. Rev. 1 #4207 Sub. 1 Ord. 16-028 Rezone Four Parcels of Land from C-6 (Special Commercial District) to W-4 (Waterfront Residential Commercial District) and R-3 (One-Family Row Houses) (Public Hearing – 3rd & Final Reading) Synopsis: This Ordinance is being presented by the Administration for City Council’s review and approval. If approved, Council would be authorizing amendments to the City Building Zone Map. Specifically, there are four parcels of land located in Rockford Falls on the Brandywine River which are currently zoned C-6 or Special Commercial District. Three of the parcels would be rezoned to W-4 or Waterfront Residential Commercial District and the fourth parcel would be rezoned to R-3 or One-Family Row Houses. The Council will also be holding a public hearing tonight on the above zoning changes. #4262 An Ordinance to Amend Chapter 5 of the City Code Regarding the Hours of Operation on Sundays for Sellers of Intoxicating Liquors (1st & 2nd Reading) Synopsis: This Ordinance is being presented by City Council for Council’s review and approval. If approved, the operating hours for Sunday liquor stores sales in Wilmington would be extended. Under this legislation, liquor stores would be permitted to open from 10 a.m. to 5 p.m. on Sundays during the months of October through December. For the remaining months of the year, January through September, liquor stores could be permitted to open from Noon to 5 p.m. #4263 Resolution Authorizing on behalf of the City of Wilmington the Issuance of two of the City's General Obligation Bonds: (1) Series 2016A-SRF (Water Treatment Plant Improvements Project) and (2) Series 2016B-SRF (Water Mains Improvement Project), or such other Designations as the City shall Determine, in the Maximum Principal Amounts of up to $2,000,000 and $5,000,000, Respectively; Determining the Final Terms and Conditions of the Bonds; Entering into two Financing Agreements with the Delaware Drinking Water State Revolving Fund, Acting by and through the Delaware Department of Health and Social Services; Providing for the Purchase of the Bonds; and Authorizing the Execution of Various Documents in Connection Therewith Synopsis: This Resolution is being presented by City Council for Council’s review and approval. If approved, the Council would be authorizing the Administration and City Treasurer to execute bond sales to finance improvements to the City’s water treatment plant and the City’s water mains. In June of this year, City Council authorized the Treasurer to borrow up to $2 million to finance for the water treatment plant project and up to $5 million for the water main project. The $2 million bond sale will carry an annual interest rate of 2% over a 20-year payback schedule while the $5 million bond sale will carry an interest rate of 1% over a 20-year payback schedule. #4264 An Ordinance to Amend Chapter 40 of the City Code Regarding Medical Requirements of Employees (1st & 2nd Reading) Synopsis: This Ordinance Amends Chapter 40 of the City Code (the Personnel Code) by Replacing Section 40-54 to Comply with the Americans with Disabilities Act. BROWN #4265 A Resolution Authorizing the Filing of a Grant Application by the Wilmington Police Department to the Community Oriented Policing Services Agency for Fifteen Additional Police Officers for the City’s Police Force Synopsis: This Resolution is being presented by the Administration for City Council’s review and approval. If approved, the Council would be authorizing the Administration to apply for a $4.2 million Community Oriented Policing Services (COPS) grant from the U.S. Department of Justice which would be used to hire 15 police officers. The three-year grant would require a 25% local match of funding from the City. #4266 A Resolution Authorizing the Filing of a Grant Application by the Wilmington Police Department to Edward Byrne Memorial Justice Assistance Grant Program for Anti-Violence Overtime and a Cold Case Investigator Salary (Civilian Position) Synopsis: This Resolution is being presented by the Administration for City Council’s review and approval. If approved, the Council would be authorizing the Administration to accept a $223,978 grant from the U.S. Department of Justice. The money would be used by the City to pay for overtime assignments for an anti-violence initiative and to pay the salary of a cold case homicide investigator position. This grant does not require a local funding match by the City. #4267 A Resolution Authorizing the Filing of a Grant Application by the Wilmington Police Department to Special Law Enforcement Assistance Fund (S.L.E.A.F.) Synopsis: This Resolution is being presented by the Administration for City Council’s review and approval. If approved, the Council would be authorizing the Administration to apply for four State of Delaware grant from the Special Law Enforcement Assistance Fund (SLEAF) in the amount of $105,750. The money would be used by the City to fund police training, to purchase a DRONE, to purchase 110 ‘officer down’ first aid kits and to enhance the visitor access management system at police headquarters for better tracking of persons entering the building. #4268 A Resolution authorizing the Wilmington Police Department to accept a grant from the Delaware Criminal Justice Council to fund on-site training for Crime Prevention through Environmental Design, a collaborative program with the Delaware Attorney General’s Office Synopsis: This Resolution is being presented by the Administration for City Council’s review and approval. If approved, the Council would be authorizing the Administration to apply for a $5,245 grant from the Delaware Criminal Justice Council.
