If approved, the Council would be authorizing the Department of Real Estate and Housing to purchase a property at 216 West 23rd Street for $52,470 from the current owners, Steven and Shirley Brown. The City will renovate the property and sell it to a person or family that will live at the property. If approved, the Council would be authorizing a public hearing to be held at 6:30 p.m. on Thursday, December 1, 2016 for the purpose of receiving comments from citizens about amendments to the South Wilmington Neighborhood Comprehensive Plan. If approved, the Council would be amending the City’s laws with regard to the treatment, care, control and licensing of animals to adopt language that is consistent with the State of Delaware’s animal welfare laws. Because the licensing of animals and other laws regarding animals is conducted by the State, it is important for regulations and enforcement purposes that City law be aligned with State law. The new language adds provisions regarding an animal being declared dangerous or potentially dangerous as well as provisions regarding liability for a dog owner for impoundment of a dangerous animal. If approved, Chapter 40 of the City Code would be amended to define and then add a “lameduck period” of time during which no appointed City employee may be selected, reclassified or otherwise placed into a vacant position in the classified service, unless there is an emergency certified by the Director of Human Resources and approved by the Administrative Board. Any appointee who applies for a position in the classified service could be considered for theposition, as would any other applicant, but only after the conclusion of the lame-duck period.
