If approved, Council would authorize the City to enter into a Right of Way Use Agreement with Crown Castle NG East, LLC to allow for the installation of DAS Nodes, in the public right of way, which will increase the reliability and connectivity of cellular telephone technology. The City will be paid an amount equal to 5% of the Gross Revenues Crown Castle receives from cellular carriers for antennas attached to third-party property/poles owned by Crown Castle (within the public way) or $1,000.00 a year for the use of City owned poles. If approved, Council would set the property tax rate for FY2018 at 7.5% which is based on the certification by the Board of Assessments of the assessed valuation of taxable real property in the city and the Mayor’s estimates of revenue measures necessary to balance the City’s budget as required by the City Charter. The 7.5% property tax rate increase equates to an additional $70 per year or $5.83 per month (for home assessed at median value of $50,000 based on 1983 assessment).
