Legislative Business HARLEE #4368 An Ordinance to Amend Chapter 40 of the City Code Regarding Direct Deposit of City Employee Pay (1st & 2nd Reading) Synopsis: This Ordinance is being presented by the City Treasurer’s Office for Council’s review and approval. If approved, Council would amend Chapter 40 of the City Code to require that: 1) by September 30, 2017, all pay to all limited service City employees (except pay for youth employed by the City in the City summer youth program) shall be paid by direct deposit and not by separate checks to the limited service employees; 2) by December 31, 2017, all pay to all regular City employees first employed with the City prior to August 1, 2006 shall be paid by direct deposit and not by separate checks to the regular employees; and 3) by June 1, 2018, all pay to all youth employed by the City in the City summer youth program shall be paid by direct deposit and not by separate checks to the summer youth employees. The anticipated fiscal impact of this Ordinance once it is fully implemented is an annual savings to the City of approximately $185,000. TURNER #4369 An Ordinance to Amend Chapter 36 of the City Code Regarding a Curfew for Minors (1st & 2nd Reading) Synopsis: This Ordinance is being presented by the Council for Council’s review and approval. If approved, Council would be amending Chapter 36 of the City Code to adjust the terms and conditions of the curfew for minors, through simplifying the Code section and implementing uniform curfews for all minors under the age of 18. This Ordinance also adjusts the hours of the curfew, with special hours for the summer months and an additional exception granted to minors participating in a designated Safe Haven program. MCCOY #4370 A Resolution Opposing House Bill 125 and the Reinstatement of the Death Penalty in Delaware Synopsis: This Resolution is being presented by the Council for Council’s review and approval. If approved, Council would be on the record in opposition of HB125 and the reinstatement of the death penalty in Delaware. WILLIAMS #4371 A Resolution Regarding Wilmington Fire Department Staffing and Calling Upon the Fire Chief and the Administration to Immediately Commence a Hiring Process Synopsis: This Resolution is being presented by the Council for Council’s review and approval. If approved, Council would be sanctioning, by resolution, that the threshold for City of Wilmington Code Section 2-233 “Uniformed Strength of the Fire Department” has been met and mandates that the Wilmington Fire Department immediately commences the hiring process to bring manpower up to the minimum level of 172 firefighters. FREEL #4373* An Ordinance to Authorize an Electricity Procurement Contract Starting in FY 2018 (1st & 2nd Reading) Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. If approved, Council would be authorizing the City to enter into a contract or contracts with the three “short-listed” electricity providers for service starting in FY 2018 for a term of (2) or three (3) years with the option to extend for an additional one (1) or two (2) years. GUY #4359 Ord. 17-017 An Ordinance Constituting Amendment No. 8 to the Fiscal Year 2017 Operating Budget (Being an Ordinance to Amend Substitute No. 1 to Ordinance No. 16-018, As Amended) (Council’s Scholarship Fund and Discretionary Fund) (3rd and Final Reading) Synopsis: This Ordinance is being presented by the Council for Council’s review and approval. If approved, Council would be amending the FY 2017 Annual Operating Budget to increase the City Council General Fund Material, Supplies, & Equipment appropriation by $29,605 to fund Council student scholarships at a level of $5,000 per new member of Council and fund their discretionary accounts at $500 per new member of Council. The $29,605 increase will be covered by the General Fund Unassigned Fund Balance. #4372 A Resolution Proposing an Amendment to the Wilmington City Charter Related to the Age Requirement of the Mayor Synopsis: This Resolution is being presented by the Council for Council’s review and approval. If approved, Council would be proposing an amendment to Section 3- 300 of the City Charter to change the age-eligibility requirement for Mayor from 30 years old to 25 years of age.
