HARLEE #4461 An Ordinance to Enact Certain Parking Regulations (1st & 2nd Reading) Synopsis: This Ordinance is being presented by the Administration for City Council’s review and approval. This Ordinance approves various parking regulations in the City. WILLIAMS #4449 Ord. 17-051 Amend Chapter 39 of the City Code to Allow Retired Firefighters to Serve on the Fire Pension Board (3rd & Final Reading) Synopsis: This Ordinance is being presented by the Administration for City Council’s review and approval. This Ordinance amends Sections 39-182(a) and 39-251(a) of the City Code to permit both active and retired members of the Wilmington Fire Department enrolled in either the Firefighters’ Pension Fund (the “Old Plan”) or the Wilmington Firefighters’ Pension Act of 1984 (the “New Plan”) to run for the five firefighter positions on the board of trustees (the “Board”) that administers the Old Plan and the New Plan. It also provides a procedure for an active or retired firefighter enrolled in the Old Plan or the New Plan to place his or her name on the ballot, allows active and retired firefighters enrolled in the Old Plan or the New Plan to vote for the elected seats on the Board, and gives priority for the Board’s elected seats to be filled by active members enrolled in the Old Plan or the New Plan. If approve, this Resolution supports efforts by the Wilmington Professional Firefighters Union, Local 1590, to preserve the property located at 1927 Lakeview Road as a memorial to the fallen heroes, Captain Christopher Leach, Lieutenant Jerry Fickes, and Lieutenant Ardythe Hope, who gave their lives for the City they loved. This Ordinance amends Chapter 5 of the City Code by repealing the requirement that all owners, operators, and lessors of any rental dwelling unit attend and complete a City approved landlord training program as a condition of the rental license, except for first-time owners, operators, and lessors of any rental dwelling unit. In addition, it allows the Commissioner of Licenses and Inspections to require attendance and completion of a City approved landlord training program a condition for the issuance of a provisional business license. Finally, it requires all first-time owners, operators and/or lessors of any dwelling unit to obtain and pass a rental inspection from the Department of Licenses and Inspections as a condition of the rental license. All provisions of this Ordinance shall become effective immediately upon its passage by City Council and approval by the Mayor except for the requirement for first-time owners, operators and/or lessors to attend a City approved landlord training program, which shall become effective on July 1, 2018.
