This Ordinance authorizes reconciliation of the budget accounts for the previous fiscal year ending June 30, 2017, as enumerated in Exhibit "A", attached hereto and made a part hereof. #4481 An Ordinance Constituting Amendment No. 1 to the Fiscal Year 2018 Operating Budget (Being an Ordinance to Amend Substitute No. 1 to Ordinance No. 17-012) (Finance Department) (1st & 2nd Reading) Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance is the first amendment to the Fiscal Year 2018 Operating Budget. It increases the Water/Sewer Fund by $525,000 to bring in additional revenue through collection efforts. As a result of this increase, it is projected that the City will be able to collect an additional $2.755 million in revenue for Fiscal Year 2018. Therefore, the $525,000 increase will be covered by the projected additional revenue. This Ordinance amends Chapter 35 of the City Code to expand the authority and enhance the structure of the Wilmington Civil Rights Commission to help protect and fulfill the full range of universal human rights as enumerated in the Universal Declaration of Human Rights (UDHR) and to locally implement the principles of the United Nations Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW). This Resolution supports the Cities for the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) initiative and declares the intention to begin applying the principles of CEDAW at the local level. #4484 A Resolution Supporting House Bill 300 and the Prohibition Against Devices Designed to Accelerate the Rate of Fire of a Semiautomatic Rifle Synopsis: This Resolution is being presented by City Council for Council’s review and approval. The adoption of House Bill 300 would make selling, using and possessing a device that increases the rate of fire of a semiautomatic rifle illegal, and a class E felony.
