Legislative Business DARBY #0289 A Resolution Urging School Districts and Department of Health to Take Remedial Action on Lead Contamination in School Water Sources Synopsis: This Resolution is being presented by City Council for City Council’s review and approval. This Resolution urges the Delaware General Assembly, the Division of Public Health, and the Department of Education to coordinate with school districts and affected schools to remove lead contamination from water sources; inform parents, faculty, and staff members of their potential lead exposure; and develop a definitive plan for testing impacted individuals for lead toxicity. It also expresses strong favor for ongoing monitoring of school water sources for potential contamination, and a plan of action to address any future incidents of community exposure. This Ordinance provides a partial property tax abatement for low-tomoderate, long-term City homeowners who meet certain eligibility requirements. Eligible homeowners who have their property tax obligation increased by 50% or more following a property assessment may apply for a partial abatement of their tax obligation. The partial abatement would pause their tax obligation at the preassessment amount as long as the property homeowner meets the eligibility requirements JOHNSON #0292 A Resolution Requesting the State of Delaware to Either Increase the Maximum Size for Downtown Development Districts in Jurisdictions with Populations Over 30,000 to 375 Acres or Repeal the Requirement that Downtown Development Districts be Contiguous Synopsis: This Resolution is being presented by City Council for Council’s review and approval. This Resolution requests that the State of Delaware either (i) increase the total allowable size for Downtown Development Districts in jurisdictions having populations of over 30,000 residents to 375 acres or (ii) repeal the requirement that Downtown Development Districts be contiguous. This Ordinance amends Chapter 37 of the City Code by adding a new subsection requiring parking violations to prominently display the alleged parking violation. Further, this Ordinance adds a new section which requires the Department of Finance to notify, in writing, a City resident of their right to appeal a parking violation at the time the resident is initially issued the parking violation.
