Section 2-103 provides that “[i]”f a councilman shall cease to posses any of [the] qualifications, including inthe case of a councilman elected from a councilmanic district, residence in the district from which he waselected. . . , his office shall immediately be forfeited and become vacant.” The section further provides thaton demand a member charged with conduct constituting forfeiture of his office shall be entitled to a publichearing where City Council shall be the sole judge of the member’s qualifications.
